The dense tropical forest and reddish-brown elevations of Lote, located on India’s west coast, give way to a small hill where a industrial facility stands against the sky.

This industrial unit is largely newly built, but its equipment is not: it originates from the former Miteni factory in Vicenza, Italy. Miteni ceased operations in 2018 following one of the worst ecological controversies in the country’s recent history: after years of manufacturing Pfas forever chemicals, the firm’s leadership was prosecuted for polluting water sources in an region home to 350,000 people. In June, its former executives were convicted at the local tribunal of environmental damage and other charges and sentenced to jail, which they are expected to appeal against.

What are PFAS, how toxic are they and how do you become exposed?

Nevertheless, the entire operational setup, its intellectual property and methods – all required components to produce forever chemicals – is now here in Lote Parshuram MIDC, a large industrial zone thousands of miles distant, wedged between local communities and wooded areas. And the plant has recently begun to resume PFAS production.

An Environmental Burden

Once known for its expertise in developing processes for specialty compounds, Miteni is now infamous for the toxic legacy it bequeathed. In 2011, scientists found exceptionally elevated levels of Pfas in the facility’s effluent. Numerous of residents had been subjected through potable water.

The most impacted were Miteni’s employees. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, displayed among the top levels of Pfas documented in human blood. “After the facts emerged, I reviewed a catalog of health issues related to PFAS, and found out I had them all,” states Ermetti.

Community Concerns

Michela Piccoli, 51, a nurse and activist with Mamme No Pfas, started organizing after discovering her offspring’s blood tests showed elevated amounts of persistent pollutants. When she found out that Miteni’s proprietary information and machinery were being transferred to India, she was shocked.

“Being parents, as women, our concern has grown,” she said. “Because our children are everyone’s children.”

Corporate Transition

Following Miteni’s insolvency, its assets were bought in 2019 by Viva Lifesciences, a branch of the Indian chemical company Laxmi Organic Industries – the only bidder in the public auction. By early 2023, the complete machinery was travelling on freight ships heading to Mumbai. Meanwhile, Laxmi was promoting its recent purchase to shareholders. Transcripts of investor gatherings indicate that Laxmi’s executives minimized ecological worries, with its president, Harshvardhan Goenka, stating that Miteni was “doing everything legally according to EU regulations”.

Goenka is one of the three men on the board of Laxmi Organic Italy, a entity established in 2021. Also included is Antonio Nardone, the final CEO of Miteni, who was convicted of environmental pollution and false accounting at the recent court case and given six years and four months in jail. Per a former mid-level manager speaking on condition of anonymity, Nardone was taking business trips to India prior to the company went bankrupt.

Growth Plans

By 2021, Laxmi’s plan clearly outlined the goal to “acquire the customer base of Miteni” and become a leader in the manufacturing of Pfas and fluorochemicals. Logistics data indicate that, to get approval on the quality of the compounds, in 2024 Laxmi began distributing test batches to firms with previous commercial ties with Miteni, including BASF, Chemours, DuPont and FMC.

From the beginning of 2025, Laxmi’s location in Lote Parshuram has been fully operational, manufacturing substances that will be utilized for agrochemicals, medicines, colorants, cosmetics and other products.

Environmental Oversight

Studies demonstrate that concentrations of persistent pollutants in the environment are worryingly elevated, especially near manufacturing facilities. But even though international attention is growing, in India the issue is not yet a policy priority.

“Examining the rules, [Pfas] is not present in those standards. It’s not recognised by the Indian government currently,” said Rajneesh Gautam, an environmental chemist at the Swedish University of Agricultural Sciences. “Autonomous study teams across India have conducted studies in various regions. But these studies are restricted in range, and there are still only a handful.”

Local Impact

Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a dismal environmental track record”. After it was set up in 1986, “the income source of fishing populations in this region totally deteriorated,” she said.

The industrial area is served by a centralised wastewater treatment plant that has been at the forefront of complaints.

“Nearby communities have always stated that it’s not working properly,” said Dandekar. “When there is no electricity, a frequent event in rural Maharashtra state, the plant cannot function and factories discharge polluted water straight into the waterways.” Environmental authorities have sent multiple notices to the plant in recent years.

International Ramifications

In the EU, the European Chemical Agency is examining a proposal to ban the manufacture, importation and use of over ten thousand persistent compounds. This scrutiny may be pushing the industry to the developing nations, according to Claudia Marcolungo, a professor of environmental law at the University of Padua. “I believe that this matter should be examined, because the reality that Miteni’s operations, intellectual assets and equipment have been transferred to a nation like India should lead us to reflect, minimally, on the influence that these global corporations have to relocate in countries where there is evidently a race to the bottom in terms of ecological safeguards.”

Persistent Threats

Miteni has shut down, but the firm’s harmful impact lives on – at the polluted location in Vicenza, and in Lote. The medical effects linked to Pfas production are expected to impact communities that are already struggling with an hazardous setting for generations.

“The area has seen enough environmental destruction by now,” says Dandekar. “Should additional hazardous firms move in, it’s always a risk.”
